Governments are working to reform the way heavy vehicle charges are set with the aim of improving efficiency and productivity for the heavy vehicle sector. The Transport and Infrastructure Council of COAG agreed in November 2017 to assess the costs and benefits of using independent price regulation and a forward-looking cost base (FLCB) to provide a more transparent way of setting heavy vehicle charges. The Department of Infrastructure, Regional Development and Cities asked farrierswier to prepare a report to assess and provide advice on the use of a Building Blocks Model (BBM) to establish a FLCB. Our report evaluates the advantages and disadvantages of using a BBM and provides advice on aspects of how a BBM could be applied.
